This memo will identify, evaluate, and classify existing <br /> mechanisms for ensuring that approved projects conform to adopted policies, relieve <br /> burdens that new development imposes, and generate benefits for the community <br /> such as: <br /> • Standards applicable to new development by type or location; <br /> . Regulations and practices employed to implement State density bonus <br /> requirements and any supplementary provisions enacted to achieve <br /> additional benefits; <br /> • Impact fees and exactions including status of existing nexus studies done by <br /> the City; <br /> . Mechanisms for discretionary determination of ineasures to mitigate project <br /> impacts or accommodate additional increments of development; <br /> • Scope, adequacy, and utilization of current procedures for securing benefits <br /> based on negotiation of development agreements or providing additional <br /> flexibility through planned development approvals and similar entitlements. <br /> The memo will distinguish use regulations (i.e. where and what type of development is <br /> allowed by right vs. development subject to discretionary review), bonus/incentive <br /> provisions, mitigation fee programs applicable to new development, use and nature of <br /> development agreements, planned development, and similar mechanisms employed to <br /> relieve impacts or achieve additional benefits. <br /> The memo also will include a "best practices" summary drawing on recent research into <br /> community benefit programs done by the consultant team, supplemented by telephone <br /> interviews with key informants in peer communities. This will be a lead-in to Task 3 C <br /> work. <br /> Consultant will synthesize, organize, and categorize this information as a basis for <br /> conducting stakeholder interviews and community workshops and, ultimately, for <br /> formulating a feasible and effective approach for presentation to the public and decision <br /> makers. This baseline also will help determine the level of environmental review that will <br /> be required before enacting any new policies and regulations. Consultant will assist Staff <br /> by outlining likely environmental review scenarios depending on the approach selected. <br /> As noted below, environmental review is not included within this Scope of Services.. <br /> Products Meetings <br /> Existing FrameworWBest Practices Memo/General Kick-off ineeting with Staff <br /> Plan Policy Matrix Phone conferences and face-to-face meetings as <br /> necessary <br /> TASK 2: COMMUNITY ENGAGEMENT STRATEGY (D&B, EPS, STAFF) <br /> The identification of issues that the project needs to address will heavily rely on <br /> information gathered during an introductory series of stakeholder interviews and from the <br /> first of two community workshops that the Consultant and City staff will organize and <br /> conduct.
