Consultant will work with Staff to <br /> select jurisdictions similar to Redwood City where established program can <br /> offer specific "take-aways" that will assist in understanding choices that need <br /> to be made. <br /> The memorandum will begin with a description of the types of inethods that <br /> can be employed for evaluating the relative value of benefits such as: <br /> o Point systems that are roughly proportionate to benefits obtained; <br /> o Development value/pro forma basis; <br /> o Pass/fail thresholds; and <br /> o Assignment of value based on monetary value, physical size, or <br /> percent of site area. <br /> The memorandum will describe the type of value-based benefit programs <br /> the identified jurisdictions employ, the type of bonuses offered, and type of <br /> incentives provided. To the extent information is available, Consultant will <br /> obtain comments on the success of the program in achieving results, <br /> community and developer response, and revisions enacted since the <br /> program's inception. For each case study, Consultant will identify findings <br /> and conclusions relevant to Redwood City. <br /> Products <br /> Technical memoranda(/ssues and Constraints, Fiscal and Economic Impacts, and Best Practices) <br /> TASK 4: PREPARE ALTERNATIVES AND DRAFT ORDINANCES OR <br /> PROGRAMS <br /> The objective of this task will be to formulate a recommendation for a public-private <br /> defined benefits program based on the findings from Task 3 and community and decision- <br /> maker feedback. <br /> 4-A: Alternatives and Preliminary Preferred Approach. Based on the technical <br /> memoranda, and comments from the community and decision-makers, Consultant <br /> will prepare a set of alternatives and a preliminary preferred approach for a public- <br /> private defined benefits program. <br /> The proposed program will be calibrated to fit within the projections of development <br /> potential over and above buildout under current planning and regulatory limits as <br /> expressed in the General Plan and Zoning Ordinance. In addition to considering <br /> input from the community regarding how much additional development intensity they <br /> are willing to accept and where, the evaluation framework will include a number of <br /> economic and fiscal measures, such as "increased property values," "increased <br /> financing capacity," "increased employment and personal income," and "increased <br /> municipal revenue." <br /> In addition to evaluation of the individual policies and programs, Consultant also will <br /> ATTY/AGR/2014.091/DYETT&BHATIA <br /> REV:06-05-14 VR Page 15 of 17 <br />
