7.1.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> July 28, 2014 <br /> SUBJECT <br /> Hoover Safe Routes to School Project <br /> RECOMMENDATION <br /> By resolution: <br /> 1. Accept the Safe Routes to School Grant Program Award of $578,000 for the <br /> construction phase of work, for a total grant award of $634,500. <br /> 2. Approve an appropriation amendment to Fiscal Year 2014 -2015 to Various <br /> Transportation Grants Fund to increase revenues by $578,000 and to increase <br /> expenditures by $578,000 for the grant acceptance and project implementation. <br /> By motion: <br /> 1. Approve and authorize the City Manager to execute the construction contract <br /> documents and award the standard form contract 00520 for the Hoover Safe <br /> Routes to School Project to Granite Rock Company of San Jose, for their <br /> responsive and responsible low bid of $411,370 and authorize the City Manager <br /> to increase the contract amount, if necessary, up to 10% of the amount awarded. <br /> 2. Approve and authorize the City Manager to execute Amendment No. 1 to the <br /> Design Professional Services Agreement with Bellecci & Associates in the <br /> amount of $63,808 (for a total of $143,808) to support City staff during <br /> construction of the Hoover Safe Routes to School Project and authorize the City <br /> Manager to further increase the contract amount, if necessary, up to 10% of the <br /> total contract amount ($14,381). <br /> BACKGROUND <br /> The Hoover Safe Routes to School Project is implementing recommendations <br /> developed through the Hoover Mobility Study's community process. <br /> On October 7, 2013 the City Council awarded a contract to Bellecci & Associates to <br /> complete the project design. The final design reflects input received from the Hoover <br /> Community School, Redwood City School District, and neighbors. The project consists <br /> of the following improvements to make it safer and more convenient for students to walk <br /> and bicycle to Hoover Community School: a raised crosswalk and speed hump on <br /> Charter Street to slow traffic passing by the school; bulbouts to reduce crossing <br /> distances; shared roadway markings to indicate where people should ride their bicycles; <br /> school area warning signs and refreshed pavement markings to increase driver <br /> awareness of students and crossings; and new and upgraded streetlight fixtures to <br /> improve the quality of lighting around the school. <br />
