7.1.A. - Page 2 <br /> Caltrans approved the City's request for authorization to proceed with construction on <br /> May 29, 2014. <br /> ANALYSIS <br /> The purpose of this project is to increase safety of children walking and bicycling to <br /> Hoover Community School and to encourage more students to walk and bicycle. See <br /> attached map for the location of the project area. <br /> Four (4) bids were received for the Hoover Safe Routes to School Project on July 2, <br /> 2014. Construction, Inc. $427,000.00 <br /> FBD Vanguard Construction $457,905.50 <br /> Engineer's Estimate $435,098.00 <br /> Recommended Bidder: Granite Rock Company <br /> Substantiation: Granite Rock Company is the lowest responsive and responsible bidder. <br /> The apparent low bid was determined based on the Total Base Bid. The total base bid <br /> of $411,370.00 from Granite Rock Company is 5% lower than the engineer's estimate of <br /> $435,098 for the cost of construction. Based upon the bids received, staff believes that <br /> the low bid of $411,370 is reasonable and recommends awarding the contract to <br /> Granite Rock Company. <br /> Construction is anticipated to begin at in late August and conclude in November 2014. <br /> Notification of the proposed work will be mailed to area residents in early August 2014. <br /> The contractor will coordinate directly with school staff on impacts to school circulation. <br /> Updates on the progress of construction will be available on the city's website. <br /> To support implementation of the project design through construction, staff negotiated <br /> an amendment to the design services contract with Bellecci & Associates. Through this <br /> amendment, Bellecci will provide construction support, inspection, and construction <br /> management services. <br /> In addition to the contracts: <br />
