7.1.A. - Page 3 <br /> • City staff will work with the school to relocate the school drop -off from Charter <br /> Street to the parking lot at the corner of Laurel and Stambaugh streets prior to <br /> the start of school and for the duration of construction to minimize construction <br /> conflicts and to increase safety for everyone. <br /> • In Fall 2014, Redwood City 2020 staff will work with the school to provide <br /> education and encouragement activities to leverage the impact of the <br /> infrastructure improvements. <br /> ALTERNATIVES <br /> Council may choose to: <br /> • Not accept the grant funds and finance the project with other funds, <br /> • Not award the construction contract and direct staff to redesign and /or rebid this <br /> project, <br /> • Not amend the design services contract and direct staff to find alternate means to <br /> complete the work, or <br /> • Not proceed with project construction. <br /> FISCAL IMPACT <br /> The federal Safe Routes to School grant of $634,500 will fund the construction contract <br /> and the construction engineering costs. The City budget is being amended to reflect the <br /> grant construction budget amount ($578,000). <br /> ENVIRONMENTAL REVIEW <br /> Caltrans has determined that the Hoover Safe Routes to School Project meets the <br /> NEPA exclusion criteria as set forth in 23 CFR 771.117(c)3 ( "Construction of bicycle <br /> and pedestrian lanes, paths, and facilities. "). The City of Redwood City has determined <br /> that the Hoover Safe Routes to School Project meets the CEQA exemption criteria as <br /> set forth in Sections 15301, ( "Existing Facilities ") and 15304 ( "Minor Alterations to <br /> Land ").
