8.A. - Page 2 <br /> The City forms a CBID pursuant to its Community Benefit Improvement District <br /> Ordinance. Below is a summary of the major milestones in the formation of the <br /> Downtown Redwood City CBID that have been completed to date. <br /> • In July 2013, the City of Redwood City Council entered into a Consultant <br /> Services Agreement with New City America, Inc. (NCA) to assist property owners <br /> in exploring the feasibility of a downtown assessment district. NCA worked with <br /> City staff to assemble a CBID Steering Committee, which met several times <br /> during the course of the CBID outreach phase. Several downtown property <br /> owners were invited to attend and informed of the initiative. Meetings were held <br /> with some of the larger property owners. Presentations have also been made at <br /> the Redwood City Chamber of Commerce and the Downtown Business Group. <br /> • A survey was developed to determine the feasibility of a Downtown CBID and <br /> obtain feedback regarding the types and levels of enhanced services desired. <br /> The Steering Committee provided input on the survey and reviewed the survey <br /> results. Based upon the responses, the boundaries were set and the District <br /> Management Plan was drafted. <br /> • The Steering Committee adopted a Management District Plan, which outlines the <br /> special benefits to be funded, the term of the district, the boundaries, benefit <br /> zones, and the assessment methodology that identifies a formula for determining <br /> the costs attributable to each property owner. The proposed budget of the CBID <br /> in FY 2013 -14 is $795,781 to be funded by assessments on all properties in <br /> Downtown. The funds will provide enhanced maintenance, beautification, <br /> marketing services over and above baseline services provided by the City and <br /> also funding for the administrative functions of managing a District of this size <br /> and scope. <br /> • NCA launched a petition drive. Once the 30% weighted threshold petition in <br /> support of the CBID was met, the petitions were submitted to the City for <br /> processing. <br /> • Staff also provided several updates to the Economic Development Subcommittee <br /> throughout the process. <br /> • On June 9, 2014, the City Council adopted a Resolution of Intention which <br /> instructed the City Clerk to mail ballots to every affected property owner within <br /> the boundaries of the district. On June 12, 2014, the City Clerk mailed the ballots, <br /> which included the assessment amount and enabled the property owner the <br /> opportunity to register support or opposition towards the formation of the district. <br /> The ballot packet (which constituted notice of the public hearing) included the following <br /> (attached in Exhibit 3): <br /> • Cover Letter with notice of Public Hearing <br /> • Ballot Instructions - Procedures For Completion, Return And Tabulation of <br /> the Assessment Ballot <br /> • An Official Ballot <br /> • Ballot Return Envelope <br />
