Uphold the appeal, but modifying the number of students and /or start time for the <br /> school consistent with the applicant's revised submittal (150 students), and <br /> certify the Environmental Impact Report, adopt the Statements of Overriding <br /> Consideration, and approve the Use Permit (using Attachments 13 and 14, as <br /> modified). <br /> 3. Deny the appeal but decline to certify the Environmental Impact Report. <br /> 4. Direct the Applicants to revise the Project and return to either the Planning <br /> Commission or Council, with further environmental review if necessary. <br /> FISCAL IMPACT <br /> The Project is a cost recovery project; therefore, all costs associated with the review of <br /> this Project are paid for by the Applicants. If the Project is approved, the Applicants will <br /> be required to pay all applicable development fees to the City. As of the date of this <br /> staff report, development fees total approximately $107,226.13.
