As a result, neighbors have raised concerns regarding <br /> existing traffic and safety concerns, specifically resulting from the AM student drop -off <br /> conditions. The primary concerns that have been raised regarding the Project are that <br /> the Project would exacerbate the traffic and safety concerns. In addition, the Project's <br /> noise impact is also viewed as undesirable by neighbors. <br /> Staff has prepared an addendum to the EIR to evaluate the reduced project proposed <br /> by the Applicants (Attachment 11). Staff has determined that the modifications would <br /> not result in new significant environmental impacts not already considered in the Draft <br /> and Final EIR. The noise impact would still be considered "significant," however. <br /> Range of Project Alternatives <br /> The EIR included three potential alternatives (other than the No Project Alternative) to <br /> the proposal. The differences between the alternatives primarily relate to the hours of <br /> operation and areas of activities, and the resultant noise impacts. With the exception of denial of the <br /> Project (No Project Alternative), the Project and the range of alternatives would create a significant <br /> unavoidable noise impact resulting from children playing outdoors. <br /> If the appeal and Project are approved, the Council would need to adopt a resolution <br /> certifying the Final EIR, adopting Statements of Overriding Considerations for the noise <br /> impact, and approving the Use Permit application. A Mitigation Monitoring Program <br /> (Attachment 15) would also be adopted to implement the EIR's mitigation measures. If <br /> the appeal and project are denied, the proposed resolution (Attachment 1) would <br /> include certifying the EIR, but not adopting the Statements of Overriding <br /> Considerations, and no Mitigation Monitoring Program would be required. <br /> ALTERNATIVES <br /> 1. Uphold the appeal, certify the Environmental Impact Report, adopt the <br /> Statements of Overriding Considerations, and approve the Use Permit for the <br /> student enrollment of up to 180 students and 20 employees (Resolutions in <br /> Attachments 13 and 14). <br />
