7.1.C. - Page 3
determined that the supervisor positions within these two divisions could be separated
into different classifications, with a lower -level supervisor position overseeing the right -
of -way functions of street, tree, and sign maintenance. A review of comparable cities
showed that this structure has become increasingly common, and a salary survey was
conducted to determine appropriate salary levels for the supervisory positions. As a
result, the current Public Works Supervisor classification was amended and retitled
Utilities Field Supervisor, maintaining the existing salary range at $7,553 - $9,062. The
Public Works Field Supervisor classification was developed as a new classification to
oversee non - utility public works maintenance, primarily in the right -of -way maintenance
functions. The recommended salary range for Public Works Field Supervisor is $6,785 -
$8,243, which is comparable to similar classifications in benchmark agencies and
aligned internally with the Fleet Supervisor classification.
FISCAL IMPACT
The new Principal Analyst — Workers' Compensation position within the Human
Resources division, together with the reduction of a Senior Human Resources Analyst
position to a Human Resources Analyst position, results in a net cost of $135,658 which
has been included in the budget for fiscal year 2014 -2015. Changes to classifications in
the Community Development and Public Works Department will result in no new
positions, and together these changes represent no increase in costs.
ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA guidelines, section 15378,
because it has no potential for resulting in either a direct or foreseeable change in the
physical environment.
r/eit
LEAH LOCKHART
HUMAN RESOURCES MANAGER
AUDREY SEYMOUR RAMBERG
ASSISTANT CITY MANAGER
ROBERT B.
