8.B. - Page 64 <br /> Figure 2: Feasibility Metrics <br /> General Plan Land Use Designation The project site has a Residential -Low (LDR) General <br /> Plan land use designation. While residential uses are the <br /> primary permitted uses, other complementary and <br /> compatible uses may be established as the zoning <br /> regulations permit, such as parks, special residential <br /> uses addressed by State law, child care facilities, <br /> schools, and places of religious assembly (p. BE -41 of <br /> the General Plan). <br /> General Plan Policies The City's General Plan contains policies to encourage <br /> more complete neighborhoods that include <br /> complementary uses such as schools, parks, libraries, <br /> and other neighborhood - serving uses (p. BE -14 of the <br /> General Plan). In the Building Community Element, the <br /> General Plan states that education leads to community <br /> success. The following policies and goals specifically <br /> relate to schools: <br /> Policy BE -2.1: Create complete neighborhoods by <br /> integrating schools, parks, child care centers, community <br /> centers, infrastructure, green spaces, and parks, and <br /> other public amenities into each neighborhood. <br /> Policy BE -2.5: Protect neighborhoods from negative <br /> impacts from the encroachment of incompatible activities <br /> or land uses that may have a negative impact on the <br /> residential living environment. <br /> Policy BC -7.2: Assist in the reduction of childhood <br /> obesity by increasing opportunities for outdoor recreation <br /> and promoting physical activity within and outside of <br /> school and child care settings. <br /> Policy BC -10.2: Integrate the child care needs of those <br /> who live and work in the City into the City's planning <br /> processes. Locate child care services, where possible, in <br /> or near housing, transportation, and employment centers <br /> so as to be convenient to residents and workers. <br /> Goal BC -8: Provide opportunities for residents of all ages <br /> and backgrounds to access high - quality education <br /> services that maximize each individual's potential. <br /> Zoning District Requirements The R -1 Zone permits schools with the approval of a Use <br /> Permit. <br /> Use Permit Findings 1. The proposed use will be consistent with the various <br /> elements and objectives of the General Plan and any <br /> applicable Specific or Precise Plans, and zoning <br /> regulations for the subject location. <br /> 2. The proposed use is compatible with surrounding <br /> uses. <br /> 3. The use and its associated structures and facilities will <br /> not be detrimental to the public health or safety, the <br />
