8.B. - Page 89 REPORT To the Redwood City Planning Commission From Planning Staff December 10, 2013 SUBJECT Certification of an Environmental Impact Report and Consideration of a Use Permit Application for the Cambridge Academy Project RECOMMENDATION 1. Hold a hearing. 2. Adopt a resolution (Attachment 1) certifying the Environmental Impact Report for the Cambridge Academy Project; adopting CEQA Findings of Fact; adopting a Mitigation Monitoring and Reporting Program (Attachment 2); and adopting a Statement of Overriding Consideration, all in accordance with the requirements of the California Environmental Quality Act; and 3. Adopt a resolution (Attachment 3) approving the Use Permit Application No. UP2012 -18 for the Cambridge Academy Project for up to 180 students and 20 employees, based on the findings set forth in the resolution and subject to the conditions of approval listed therein and the Mitigation Monitoring and Reporting Program (Attachment 2). BACKGROUND Under consideration is a Use Permit application submitted by Carol and Nicholas Berg, owners of Cambridge Academy (Applicants), and a Final Environmental Impact Report (Final EIR) prepared for the project by the City, to operate a transitional kindergarten through 8th grade private school at the Redwood Baptist Church property located at 2323 and 2325 Euclid Avenue in Redwood City (Project). The proposed school has no affiliation with the church and would operate separately (see Attachment 4). Existing Conditions. The project site is currently developed with a church sanctuary, administrative offices, a fellowship hall with classrooms, a courtyard, outdoor patio, shed, and a playground along the northerly half of the property; a standalone building and an outdoor play area along the south side of the property in which a Montessori preschool, Roots N Wings Montessori School, currently operates; and a surface parking lot consisting of 101 parking stalls. The Montessori Preschool has an approved Use Permit to have a maximum enrollment of 40 students, ages 2.5 to 6 years old, and up to 5 employees. Surrounding land uses include single - family residences along the perimeter of the property. To the north and west of the subject property are single - family residences, Roosevelt School, the Redwood City Public Library, Grace Bible Church, Rite Aid, and the Roosevelt Shopping Center; and to the south and east are single - family residences.
