8.B. - Page 90 <br /> Project Description. The proposal is to operate a transitional kindergarten through 8th <br /> grade private school with up to 180 students and 20 employees. General hours of <br /> operation would be Monday through Friday from 7:30AM to 3:OOPM and extended after <br /> school care from 3:OOPM to 6:OOPM (see Draft EIR, p. 14, Table 2.1 -1). First year <br /> enrollment is anticipated to be 60 students and 11 employees, and full capacity is <br /> anticipated to be reached during the sixth year of operation at 180 students and 20 <br /> employees. The Fellowship Hall, which currently has six classrooms, a kitchen, storage <br /> rooms, auxiliary rooms, and restrooms, would be improved to accommodate nine <br /> classrooms (see Attachment 4). Three outdoor play areas are proposed, including the <br /> existing playground, a proposed lawn play area and a proposed asphalt area. <br /> GENERAL PLAN CONSISTENCY <br /> The General Plan establishes key goals, policies, and programs for the long -term <br /> physical development of the City. The following are among the General Plan policies <br /> and goals that discuss schools and child care services: <br /> Policy BE -2.1 Create complete neighborhoods by integrating schools, parks, child care <br /> centers, community centers, infrastructure, green spaces, and parks, and other public <br /> amenities into each neighborhood. <br /> Policy BE 2.5 Protect neighborhoods from negative impacts from the encroachment of <br /> incompatible activities or land uses that may have a negative impact on the residential <br /> living environment. <br /> Policy BC -7.2 Assist in the reduction of childhood obesity by increasing opportunities <br /> for outdoor recreation and promoting physical activity within and outside of school and <br /> child care settings. <br /> Policy BC -10.2 Integrate the child care needs of those who live and work in the City <br /> into the City's planning processes. Locate child care services, where possible, in or <br /> near housing, transportation, and employment centers so as to be convenient to <br /> residents and workers. <br /> Goal BC -8 Provide opportunities for residents of all ages and backgrounds to access <br /> high - quality education services that maximize each individual's potential. <br /> The project site has a Residential -Low (LDR) General Plan land use designation. While <br /> residential uses are the primary permitted uses, other complementary and compatible <br /> uses can be established as zoning regulations permit, such as parks, special residential <br /> uses addressed by State law, child care facilities, schools, and places of religious <br /> assembly (page BE -41). The underlying zoning district for the subject property is <br /> Single - Family Residential (R -1), which permits schools with the approval of a Use <br /> Perm it. <br /> The City's General Plan contains policies to encourage more complete neighborhoods <br /> that include complementary uses such as schools, parks, libraries, and other <br /> neighborhood - serving uses (p. BE -14 of the General Plan). In the Building Community <br /> Element, the General Plan states that education leads to community success. <br />
