8.B. - Page 95
Figure 2 below shows the Project's noise impacts compared to the project alternatives
evaluated in the Draft EIR (see also Draft EIR, p. 4). Because there is a marginal
difference in average noise levels between the Proposed Project and for the reasons for
rejection stated above for each alternative analyzed, staff recommends that the
Planning Commission approve the Project as proposed, including keeping the proposed
schedule intact, while incorporating the mitigation measures to install the 7 -foot tall
noise barrier to reduce the noise impacts.
Figure 2
( NEL Noise Level Comparison'
Existing 49 dBA CNEL
Proposed Project 63 dBA CNEL
Consolidated Outdoor Activities Alternative 62 dBA CNEL
Courtyard Play Area Alternative 61 dBA CNEL
Environmentally Superior Alternative 59 dBA CNEL
Redwood City CNEL Compatibility Threshold 55 dBA CNEL
1 Naise levels shown for the proposed project and alternatives account for the noise reduction provided by
the noise barrier mitigation proposed by the project.
Source. : Illingworth & Rodkin.
