He is also concerned with where is the water coming from and <br /> droughts for this development. He also said that the hand launch ramp is an issue, <br /> given the long distance, and advocated for a small shuttle to be put in place. <br /> Diana Reddy, an affordable housing advocate and representing the Redwood City Local <br /> Housing Committee, spoke about people being displaced from living in their boats <br /> because they could not afford to live anywhere else because there was nothing <br /> affordable. While she does not question the right of a property owner to build in their <br /> own property, she questions the Council's approach to approving market rate housing <br /> versus affordable housing. She spoke in favor of finding ways to create ways to create <br /> more affordable housing. <br /> Frank Bartaldo spoke on his own behalf in favor of the project and opined that the <br /> Planning Commission and City Council did a fabulous job. He spoke in favor of denying <br /> the appeal and moving forward. <br /> Vincent Pao, representing Aqua Sports, spoke in favor of denying the appeal and t <br /> move the project forward. Motion carried unanimously 7-0 <br /> by voice vote. <br /> Council discussion <br /> One Council Member inquired if the appeal was expedited and Ms. Thompson, City <br /> Attorney, said it followed the usual city guidelines of 90 days. Then, this Council <br /> Member inquired if CEQA (California Environmental Quality Act) has a shelf life for EIRs <br /> (Environmental Impact Report). Staff said it does not. This Council Member inquired if <br /> the City has guidelines on sea level rise and Mr. Ekern said that it does not but is <br /> looking at BCDC's (San Francisco Bay Conservation and Development Commission) <br /> guidelines. In terms of parking and emergency access, he inquired if this is an issue <br /> and Mr. Ekern acknowledged this and said it has already been addressed and he added <br /> that fire safety has been improved. Dr. Bell, City Manager, added that the city has a fire <br /> boat with Fire Suppression personnel and new equipment and we are more qualified to <br /> address emergencies. <br /> Another Council Member inquired about the deed, more specifically if the width of the <br /> easement right-of-way is adequate for the road, and the traffic that will be generated. <br /> Mr. Ekern said that the width of the easement is wide enough to provide a road.
