He said that if a person didn't have a Saturday pass, <br /> then it shouldn't work on Saturday. <br /> The Vice Mayor agreed with another Council Member about having a permit parking <br /> survey monkey, because it is a good way to get thoughts and it includes businesses <br /> downtown. She stated that employees shouldn't park in front of their shops. Also, she <br /> mentioned that with the parking facilities agreement, this is a great opportunity for a <br /> private/public partnership that would benefit the manager of the complex and, new <br /> residents of the complex <br /> The Mayor thanked the Vice Mayor and called speakers to comment. <br /> Public Comment <br /> Angela Rezab thanked Council for letting her serve on the parking advisory committee <br /> and listening to the committee's concerns. She supports the resolutions and will work <br /> together with City Staff to make sure that the parking agreement is honored and that <br /> parking remains a priority for the City. She would like to grow the retail presence in <br /> downtown. She supports the pursuit of building additional parking and thinks this a <br /> good time for all to sit down. She mentioned that she can invite Century 25, even <br /> though they have some qualms about the possibility of losing parking spaces for their <br /> business. <br /> Tanya Gulesserian, on behalf of J&S Management, appreciated the City's report. They <br /> have been doing what they can to alleviate the parking problem for the tenants and <br /> educate the tenants. She thanked staff for getting a bicycle rack at their building and <br /> seen an increase of the use of the bicycle rack. Ms. Gulesserian reviewed the staff <br /> report and had the following recommendations: 1. Seek clarification that there will be a <br /> permit parking program, 2. Clarification on the Marshall Street Garage, that there will be <br /> a continuation of the offer for at least 300 permits, and 3. After the initial change this <br /> evening, recommend staff provide a report on how it's going in three months to see if <br /> the rates are working. She said that the basis of the three recommendations is that <br /> they determined that average number of parking permits is 265 on a monthly basis, and <br /> that only 540 permits are issued. Thus, the garage is over capacity. <br /> Steve Penna said that the report is conducive to the goals that the City is trying to <br /> achieve. He recommended to Council to have more than one resident serve on the <br /> committee, and he opined the report does not go far enough in regards to the <br /> monitoring and the limitations of the parking hours. He suggested keeping the hourly <br /> parking rolling for a two to three hour limit, and he believes this will benefit merchants. <br /> Adina Levin, with Friends of Caltrain, said that her organization is following this issue <br /> closely- parking and transportation through the entire EI Camino corridor. She said that <br /> as a user, she supports the idea of raising the rates in the core area and decreasing the <br /> rates further out and having signs showing that. Her organization is looking at the <br /> parking policies and the new structure that will cost $15 to $20 million dollars. In that <br /> regard, she mentioned that the cities of San Mateo and Palo Alto are facing the same <br /> need for the downtown area to reduce the number of people that drive and park and <br /> looking at parking structures.
