She also suggested Council look at
the cities of San Mateo and Boulder, Colorado that use parking revenue to reduce
parking rates.
The Mayor gave a summation of what was said for this agenda item. He mentioned that
there is an interest from the City Council to: review other cities like Walnut Creek (and
how they get their private partners to make available their land for public parking); have
a discussion of quantity for handicap parking; grab and go spaces concept; the rolling of
the parking; there is a desire for increase bike parking; survey of permit holders; and
measure feedback to monitor whether the program is working or not. Mayor Gee
commented on the casino buses and that the City Manager and the Chief of Police are
monitoring the parking situation.
Mayor Gee reiterated what one of the Council Members said earlier that the downtown
did not happen overnight. It has progressed, stopped and now evolved with a
Renaissance. He believes the parking program has to evolve with the downtown. The
days of coming to downtown and parking in front of a restaurant are gone. He believes
that the easiest people to change are the visitors but it is hard to get our residents and
businesses to change. He advocated working together to change the culture. He
acknowledged that Redwood City is not the only city facing the parking issue. He also
mentioned that this is not just a parking issue, but Redwood City is growing and
evolving.
Dr. Bell provided clarification that staff will be checking the technology on Marshall
Street Garage and the report called for an annual update. He said that there are some
new items and staff will come back with items like grab and go. Dr. Bell also
acknowledged that one of the speakers said that maybe the report does not go far
enough but he wanted to remind the community that this item was from the direction of
Council back in October and moreover this meeting is just one of a series of ineetings.
Mayor Gee explained that the composition of the Parking Advisory Committee was
stipulated by an agreement. He said that the composition of the parking advisory
committee would be part of the future discussions.
One Council Member wanted to note that the comments from the speakers were very
beneficial.
M/S Seybert/Aguirre to introduce the ordinance and adopt the resolution. Motion
carried 6-0 by electronic vote with Council Member Bain absent.
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY
AMENDING DIVISIONS 4 THROUGH 12 OF ARTICLE VII OF CHAPTER 20 OF THE
CITY CODE OF REDWOOD CITY RELATING TO PARKING IN THE DOWNTOWN
AREA MINUTE ORDER 14-070
RESOLUTION NO. 15338 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY
ADOPTING A RATE STRUCTURE AND REGULATIONS FOR PARKING ON CITY
OWNED OR CONTROLLED OFF STREET PARKING
JOINT CITY COUNCIUSUCCESSOR AGENCY BOARD April 28, 2014
MEETING MINUTES PAGE 13
MINUITE BOOK NO. 65
Page No. 137
