An Ordinance Establishing Community Benefit Improvement Districts <br /> in the City of Redwood City (506) <br /> Sean Brooks, Economic Development Manager, spoke briefly about the history of the <br /> ordinance. He noted it was presented to Council on March 10th, went through some <br /> changes, and was reintroduced on March 24th. Tonight it will be adopted by reference <br /> and due to State Law, it requires a Public Hearing. <br /> Mayor Gee opened the Public Hearing. He announced there were no speaker cards. <br /> M/S Foust/Seybert to close the Public Hearing. By roll call vote Council voted to <br /> close the Public Hearing. <br /> M/S Seybert/Aguirre to adopt the ordinance. Motion carried 6-0 by electronic vote <br /> with Council Member Bain absent. <br /> Recommendation: <br /> 1. Hold a Public Hearing on the proposed adoption of this ordinance; and <br /> 2. Waive Second Reading and Adopt an Ordinance Adding a New Chapter 31 <br /> Relating to the Establishment of Community Benefit Improvement Districts and <br /> Adopting by Reference Provisions of the Property and Business Improvement <br /> Law of 1994 (Cal. Streets & Highways Code §36600, et. seq.). <br /> ORDINANCE NO. 2405 OF THE CITY OF REDWOOD CITY ADDING A NEW <br /> CHAPTER 31 RELATING TO THE ESTABLISHMENT OF COMMUNITY BENEFIT <br /> IMPROVEMENT DISTRICTS AND ADOPTING BY REFERENCE PROVISIONS OF THE <br /> PROPERTY AND BUSINESS IMPROVEMENT LAW OF 1994 (CAL. STREETS & <br /> HIGHWAYS CODE §36600, ET SEQ.) <br /> B. Annual Action Plan for the Community Development Block Grant <br /> (CDBG) and HOME Investment Partnership (HOME) Programs - Fiscal <br /> Year 2014-2015 (FY14/15) (304) <br /> Rhonda Coffman, CDBG/HOME Administrator with Cherlene Wright, Chair of the <br /> Housing Human Concerns Committee (HHCC), spoke about how the City plans to use <br /> the funds to address the housing needs of the community (presentation on file). She <br /> also elaborated on revenues that were received and outlined how these will reflect the <br /> City's strategic initiatives to integrate those funds with affordable housing, and homeless <br /> assistance. Furthermore, Ms. Coffman spoke about the importance of public <br /> participation and input on the use of these funds.
