She <br /> would like much more public use of shared private recreation areas. She would like to <br /> maintain the concept of affordable housing and floating community and hopes for a <br /> transition plan for those who are currently there. Also, this same Council Member would <br /> like to take advantage of the opportunities for dredging. <br /> Another Council Member concurred with the comments aforementioned, and asked <br /> another Council Member about Open Space and if that includes the partnerships, and if <br /> these were counted. The Council Member clarified that if it is open to the public then it <br /> should be counted toward the Open Space. This same Council Member opined that it is <br /> too early to shorten down the Guiding Principles. She said that she wants to ensure that <br /> this is a transparent process for the community, even though it ultimately is the Planning <br /> Commission and Council's decision. Therefore, she is comfortable with proceeding. <br /> This Council Member also inquired if there is an interest for Council to open a <br /> conversation with State Lands Commission regarding the issues that were brought forth <br /> this evening. Mayor Gee interjected and asked if there were other questions as he was <br /> not ready to pool the Council. <br /> She responded that she wants to ensure that when it comes to open space, the Council <br /> is the deciding body. She would like to know when it will happen and what the process <br /> would be. Dr. Bell advised Mr. Ekern to talk about the normal process is for developing <br /> the plan. Mr. Ekern said that first they will write the Project Description. Then, it will be <br /> brought forward for public vetting or scoping. He added that usually there are <br /> alternatives that will come off of that and the Council will see. Staff will then bring a <br /> Draft Plan to the Planning Commission and the City Council. Mr. Ekern thinks that time- <br /> wise this will take about 8 to 10 months or a little longer added Mayor Gee. <br /> The Mayor restated this Council Member's thoughts on asking the Council for advocacy <br /> to the State Lands Commission for legislative intervention. <br /> Vice Mayor Foust would like clarity on the project description first and see if floating <br /> homes are allowable in this area. She made clear that the City does not own the land <br /> where the homes are, and so would like to know if the floating homes are a possibility. <br /> Another Council Member would like to see the case made with sea level rise if this is a <br /> different situation than originally had been thought of. She would like to have the <br /> conversation (with State Lands). In addition, she believes that there was a letter from <br /> the property owner that was received today and wonders if they would consider land <br /> side access. This Council Member said she doesn't know if it's true, but should be <br /> explored. <br /> One other Council Member said that he believes that we need to be careful, because <br /> this charge is different than legislative lobbying. He would like to have clarity from the <br /> State Lands Commission and the land owners, and whether this area is affected by <br /> those decisions of private-public areas.
