� -.._... .--.. <br /> . ... �'--'�__ -._-- . <br /> State mandated obligations for low and moderate income housing and opined that the <br /> City should do whatever it can to help and to seek grandfathering in residents in that <br /> area with the State Lands Commission. <br /> Gita Dev is concerned about the wetlands and the Ferrari site often being shown as <br /> developed. She also concurs with Council Member Pierce on combining Open Space, <br /> so that the areas marked for new development would be a consolidated public <br /> recreation area. She would like to see alternatives for the EIR and what the implications <br /> would be. <br /> The Mayor concluded the public comment and opened the floor for Council direction. <br /> He reiterated what Assistant City Manager Ekern had said on what the Council direction <br /> should be on deciding the uses of the land and water areas. A Council Member <br /> thanked the Task Force and Staff for the commitment. He mentioned the past <br /> processes like the Downtown Precise Plan. He agrees with Mr. Ekern that they just <br /> need to define the next step, not the end point. <br /> This same Council Member mentioned the categories that apply to his thoughts on the <br /> Plan: <br /> • Commercial Development and FAR (floor area ratio) <br /> • Density for Residential Development <br /> • Open Space 33% and include the water and private partnership opportunities <br /> • Community Benefits <br /> • Design focused standards versus height focus <br /> He mentioned that he realized that the 17 Guiding Principles helped with moving <br /> forward and he believes that the new principles need to be narrowed and defined as <br /> they move forward. Lastly, the same Council Member believes that Redwood City <br /> needs to stay focused on its own process and allow for a parallel process for private <br /> development to move forward. <br /> Another Council Member spoke about her experience of attending the Conference of <br /> Mayors and met with cities like Santa Barbara with a similar population. She took this <br /> project to the conference to get feedback as to what they would do with this project, and <br /> the University of Houston sent a group of students to study it. They came up with a lot of <br /> similar things like the Task Force did. She likes the themes of the Guiding Principles <br /> and how they brought the differences of the Task Force members together. She <br /> thanked Planning Commissioner Radcliffe for the photos of Crissy Field, which this <br /> Council Member thought was intriguing. This Council Member also said that she really <br /> likes each option, and she hopes we don't become parochial when we can broaden our <br /> horizons. She believes this is a once in a lifetime opportunity to make a difference in the <br /> community. <br /> One other Council Member said that she believes that what Mr. Ekern presented are <br /> correct options. She views the Inner Harbor area as a recreation destination area.
