Recommendation: <br /> By motion, approve and authorize the City Manager to execute the <br /> professional services agreement with Dyett & Bhatia in the amount of <br /> $124,000 for the Public-Private Defined Benefits Program (Partnership <br /> RWC). <br /> Mr. Aaron Aknin, Director of Community Development, provided the report mentioning <br /> the value of what the zoning will create, which types of benefits the community actually <br /> wants, and by a project-by-project basis and depending on market conditions, the City <br /> looks at how many community benefits will be taken as part of the project. Mr. Aknin <br /> continued to say that he understood the direction of the Council that is to: look at other <br /> cities' community benefits; determine the difference befinreen conditions of approval, <br /> mitigation measures, community benefits, and state density ordinance; look at existing <br /> starting points such as living wages and reduction of traffic congestion; and, lastly <br /> provide community outreach. <br /> Director Aknin continued that as a result from Council direction, the City placed a <br /> Request for Proposals (RFP), and they received two proposals. He recommended that <br /> the City move forward with Dyett & Bhatia that is well-known for its work and <br /> experience. Under the current timeline, they will work with both the Planning <br /> Commission and Council, and hope to prepare their program by early 2015. <br /> He would like Council to provide direction in three areas: additional ideas that the <br /> Council would like to see discussed with the public, how the Council envisions the <br /> actual discussion with the community whether in person or write-in, and who the Council <br /> would like to see the City reach out to in terms of the stakeholders. Mr. Aknin said that <br /> he and the City Manager would prepare a list and present it back to the Council for <br /> confirmation. <br /> Public Comment <br /> Belen Seara works for the San Mateo County Community Alliance that is a labor base <br /> community organization that advocates for low income workers. She said that she is <br /> also speaking on behalf of the Central Labor Council and Building Trades of San Mateo <br /> County. Ms. Seara thanked the Council for their leadership on the study of the CBID <br /> policy. She said that usually the technical analysis starts before the Community Needs <br /> Assessment at community outreach events, so she proposes the reverse. She would <br /> like to see in the Technical Analysis a series of job co-benefits when it comes to new <br /> development and added economic value of permanent and temporary jobs. Lastly, she <br /> feels that with the timeline study, there were missed opportunities around Community <br /> Benefits. <br /> One Council Member was glad that this issue was part of the agenda. He wants to look <br /> at partnerships with the community like with the Stanford Agreement. In terms of <br /> reaching out the community, he suggested different types of groups and various <br /> stakeholders and reaching out to BCCs (Boards, Commissions, and Committees).
