Mitigation Measures for the Removal of 103 Wilson Street <br /> The project proposes to remove 103 Wilson Street. This resource is rated NR 551 : (separately <br /> listed or designated under an existing local ordinance, or is eligible for such listing or <br /> designation) and Type "D" Protection (page 178 of the Downtown Precise Plan). This is the <br /> lowest level of protection. <br /> Removal of 103 Wilson is an adverse effect on this historic resource, but the Downtown Precise <br /> Plan allows for its removal subject to the specific Guidelines: <br /> "If this structure is to be removed, an attempt should be made to relocate it. The property <br /> should be offered for sale for $ 1 for a period of at least 90 days." (page 44 of the <br /> Downtown Precise Plan) <br /> Also, the Downtown Precise Plan describes additional mitigations that should be undertaken, "as <br /> applicable and to the extent feasible," in section 2. 1 .4, "Additional Impact Mitigation Measures <br /> for Historic Resources," section B, "Mitigation of Impacts of Development on Properties that <br /> Contain Historic Resources which May Be Altered, Relocated, or Removed" (page 45). The <br /> relevant measures are as follows: <br /> c. Document the historic resource before any changes that would cause a loss <br /> of integrity and loss of continued eligibility. The documentation shall adhere <br /> to the Secretary of the Interior' s Standards for Architectural and Engineering <br /> Documentation. The level of documentation shall be proportionate with the <br /> level of significance of the resource. [emphasis added] The documentation <br /> shall be made available for inclusion in the Historic American Building <br /> Survey (HABS) or the Historic American Engineering Record (HAER) <br /> Collections in the Library of Congress, the California Historical Resources <br /> Information System and the Bancroft Library, as well as local libraries and <br /> historical societies, such as the Redwood City Public Library. <br /> e. Through careful methods of planned deconstruction to avoid damage and <br /> loss, salvage character-defining features and materials for educational and <br /> interpretive use on-site, or for reuse in new construction on the site in a <br /> way that commemorates their original use and significance. <br /> f.
