8.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> August 25, 2014 <br /> SUBJECT <br /> City Council Appointment to the Library Board - One Unexpired Seat <br /> RECOMMENDATION <br /> Make a City Council appointment to the Library Board to fill an unexpired seat that ends <br /> June 30, 2017. The list of applicants for consideration is as follows: <br /> ➢ Marlene Brenda Bernardo <br /> ➢ Bernadette Helen Burns <br /> ➢ Jason Chiang <br /> ➢ Adena DiTonno <br /> ➢ Janet Lawson <br /> ➢ Dennis Louis Manalo <br /> ➢ Autumn Quinn <br /> ➢ Joyce Glick Rozzi <br /> ➢ Lisa Ping Yang Tow <br /> ➢ Lisa Valkenaar <br /> This Council action will be taken by roll call vote with the City Clerk requesting each <br /> Council Members' vote. <br /> BACKGROUND <br /> The Library Board is a Chartered Board established by City Charter. In order to serve <br /> on this Board there are requirements related to residency and elector status. The Board <br /> is comprised of seven members and in April 2014 the City Clerk's Office was informed <br /> of a resignation. At that time, the City Council was recruiting for three expired seats on <br /> the Library Board (Phase II). Due to the fact that there were not enough applications for <br /> the seats available, staff ran a new recruitment for this unexpected vacancy. <br /> ANALYSIS <br /> The recruitment process for this seat ran between July 1, 2014 and July 25, 2014. Such <br /> process involved a video by Mayor Gee, e-news releases, an ad in a local newspaper, <br /> postings on Twitter/NextDoor, banners throughout Redwood City, flyers posted in City <br /> buildings, and an announcement on the scroll prior to Council meetings. In addition, <br /> and for the first time, the City posted this information on VolunteerMatch.org to elicit <br /> interest in the vacancy. <br />
