9.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> September 8, 2014 <br /> SUBJECT <br /> Airport Land Use Compatibility Plan Update for the Environs of the San Carlos Airport <br /> RECOMMENDATION <br /> This project is presented as an informational item only. No action is required by the City <br /> Council at this time. <br /> BACKGROUND <br /> The City/County Association of Governments of San Mateo County (known as C/CAG)1 <br /> is preparing an update to its Airport Land Use Compatibility Plan (ALUCP) for the <br /> environs of the San Carlos Airport. The C/CAG Board serves as the State-mandated <br /> Airport Land Use Commission for the County per PUC Section 21670.1(a), and is <br /> responsible for the preparation, adoption, and enforcement of the ALUCP. The purpose <br /> of an ALUCP is to encourage compatibility between airports and the various land uses <br /> that surround them. Specifically, it provides for the "orderly growth of each public airport <br /> and the area around the airport" while safeguarding "the welfare of the inhabitants within <br /> the vicinity of the airport and the public in general" (PUC Section 21675(a)). An ALUCP <br /> contains criteria for making consistency determinations, including building standards <br /> and height and land use restrictions, for new development proposed within the defined <br /> boundaries of the environs of an airport. An ALUCP does not control airport operations, <br /> although it must include assumptions about future airport operations. <br /> C/CAG is required to prepare and adopt an ALUCP for each of its three airports: Half <br /> Moon Bay Airport, San Francisco International Airport, and San Carlos Airport. In 1996, <br /> C/CAG adopted an ALUCP covering all three airports, and has since adopted an <br /> updated ALUCP for San Francisco International Airport (October 2012), and is in the <br /> process of finalizing an updated ALUCP for Half Moon Bay Airport. The San Carlos <br /> Airport is the last of the three airports to receive an ALUCP update. <br /> The San Carlos Airport is owned and operated by the County of San Mateo. It consists <br /> of 160 acres within the City of San Carlos and it currently accommodates approximately <br /> 400 aircraft. Table 1 shows the aircraft activity forecast: <br /> 1 C/CAG is a joint powers authority whose members consist of the County of San Mateo and the twenty <br /> incorporated cities and towns located within the county. C/CAG implements State-mandated programs <br /> and activities that involve multiple jurisdictions within the County. <br />
