March 2014. <br /> The City of Redwood City represents the largest stakeholder in terms of land area in <br /> that the City comprises approximately 75 percent of the area around the airport to the <br /> north, northeast, and southwest (referred to as the Airport Influence Area in Attachment <br /> 1). Most land uses within the Airport Influence Area consist of residential uses <br /> interspersed with light industrial and commercial development. Properties located <br /> within Area A are required to provide real estate disclosure, while properties located <br /> within Area B are required to provide real estate disclosure and require formal review by <br /> the Airport Land Use Commission for any new development proposed or significant <br /> expansion or modification of existing uses. <br /> State law requires local general plans and specific plans to be consistent with the land <br /> use compatibility policies of applicable ALUCPs. In the event that an ALUCP is <br /> amended, local agencies are required to amend their general or specific plans within <br /> 180 days to be consistent with the revised ALUCP (Government Code Section <br /> 65302.3). In the event that the local agency does not concur with a provision of the <br /> ALUCP, the public agency may override the Airport Land Use Commission by a two- <br /> thirds vote after first notifying the Airport Land Use Commission and Caltrans' Division <br /> of Aeronautics at least 45 days prior to the decision to overrule the Airport Land Use <br /> Commission, holding a public hearing, and making findings that the general plan of the <br /> local jurisdiction is consistent with the intent of State law. <br /> ANALYSIS <br /> The ALUCP update for the San Carlos Airport will address four primary land use <br /> compatibility concerns: <br /> 1. Aircraft Noise: Reduce the potential number of future residents in the airport <br /> environs exposed to excessive noise from aircraft and airport operations. <br /> 2. Safety of Persons on the Ground: Minimize the potential number of residents <br /> and workers exposed to hazards related to aircraft operations and accidents. <br /> 3. Airspace Protection/Building Heights: Protect the navigable airspace around the <br /> airport and ensure the safe and efficient operation of aircraft in flight. <br /> 4. Aircraft Overflights: Identify areas subjected to frequent aircraft overflights and/or <br /> low altitude overflights and require real estate disclosure notices. <br />
