9.A. - Page 3 <br /> Land use policies and criteria in the ALUCP update will apply to new development only. <br /> As previously mentioned, under State law the C/CAG Board acting as the Airport Land <br /> Use Commission has no jurisdiction over existing development unless it is expanded or <br /> significantly modified in use, in which case it can be treated as infill development and <br /> subject to the policies and criteria contained in the ALUCP update. <br /> C/CAG has formed a project advisory team (PAT), which includes representatives from <br /> the adjoining municipalities of the Cities of Redwood City, San Carlos, Belmont, and <br /> Foster City, as well as representatives from the County of San Mateo, Peninsula Open <br /> Space Trust, C/CAG Airport Land Use Committee, the San Carlos Airport Pilot <br /> Association, Don Edwards San Francisco Bay National Wildlife Refuge, Caltrans <br /> Division of Aeronautics, and the offices of Supervisors Don Horsley and Warren <br /> Slocum. The purpose of the PAT is to provide technical guidance and to represent the <br /> interests of the respective municipalities and organizations. Michelle Littlefield, <br /> Associate Planner, is the City's representative. C/CAG held a PAT kickoff meeting on <br /> March 4, 2014, to provide an introduction to the ALUCP process and an overview of the <br /> PAT's roles and responsibilities. A second meeting took place on June 24, 2014, during <br /> which time C/CAG presented a white paper containing general information regarding <br /> compatibility factors evaluated in such plans (noise, safety, airspace protection, and <br /> overflight), and preliminary airport land use compatibility criteria and policies for the San <br /> Carlos Airport (see Attachment 2). <br /> A draft ALUCP is expected to be released in the September/October 2014 timeframe, <br /> and C/CAG will host a public workshop that is scheduled for October 16, 2014. Upon <br /> completion of its public outreach and environmental analysis, the C/CAG Board is <br /> expected to hold a public hearing to adopt the ALUCP and certify its CEQA <br /> documentation on February 12, 2015. Staff will provide an additional update, as well <br /> opportunities for Council input, as the planning process progresses. <br /> ALTERNATIVES <br /> None. <br /> FISCAL IMPACT <br /> None. <br /> ENVIRONMENTAL REVIEW <br /> C/CAG is the Lead Agency for this project, and the City of Redwood City is a <br /> Responsible Agency. C/CAG will be preparing an Initial Study in accordance with the <br /> California Environmental Quality Act. The City will have the opportunity to review and <br /> provide input on the environmental documentation during the public comment period. <br />
