Special districts only serve in <br /> specifically defined areas; most provide only a single service, allowing them to concentrate on <br /> one activity. Special districts localize the costs and benefits of public services, allowing for <br /> residents to acquire the services they are willing to pay for. <br /> Residents and landowners can form a special district to pay for new services or higher levels of <br /> existing services such as sewage treatment, electricity, fire protection, irrigation, cemeteries, <br /> animal control,mosquito abatement, and community services. Special districts can deliver a <br /> variety of public services, excluding education,which is under the purview of school districts. <br /> School districts get most of their money from the state government whereas special districts rely <br /> mostly on local revenues. <br /> Although most special districts operate within one county, some district boundaries cross over <br /> city and county lines.
