2 fSanfCarlosfAirportfandfEnvironsf <br /> 9.A. - Page 58 <br /> 2.6.1 Special Districts <br /> The following special districts are located in the vicinity of San Carlos Airport: <br /> • San Mateo County Flood Control District: The San Mateo County Flood Control District is <br /> a Countywide Special District that was created by State legislation in order to provide a <br /> mechanism to finance flood control projects within the county. The legislation requires that <br /> a flood control zone be formed over an entire watershed and a proposed funding source be <br /> determined before a flood control project is undertaken. The closest flood control zone to <br /> San Carlos Airport is the San Francisquito Creek Flood Zone. This is a county-wide <br /> district. <br /> • Peninsula Health Care District: The Peninsula Health Care District was established with <br /> broad support from San Mateo County voters in 1947 to build and operate Peninsula <br /> Medical Center. In order to bring citizens into the decision-making process at the new <br /> hospital, a publicly elected five-member District Board was created. The District is the <br /> leaser of Peninsula Medical Center. The District office is located south of El Camino Real <br /> (Route 82) on Trousdale Avenue, approximately eleven miles north of San Carlos Airport <br /> (Peninsula Health Care District, 2014). <br /> • Harbor Industrial Sewer Maintenance District: The Harbor Industrial Sewer Maintenance <br /> District serves the unincorporated Harbor Industrial area,which is located between the <br /> cities of San Carlos and Belmont. <br /> • Devonshire County Sanitation District: The Devonshire County Sanitation District serves <br /> the unincorporated community of Devonshire,which is located in western San Carlos. <br /> • San Mateo County Harbor District: Created by a County election in 1933,the San Mateo <br /> County Harbor District manages Pillar Point Harbor in Princeton and Oyster Point <br /> Marina/Park in South San Francisco. The County of San Mateo established the entire area <br /> of the County of San Mateo as the District's boundaries. The Oyster Point Marina is located <br /> approximately 2.5 miles north of SFO and is owned by the City of South San Francisco. <br /> The marina is comprised of 600 berths, a boat dock, a fishing ramp, and a 300-foot pier; a <br /> park and a beach are also located adjacent to the marina(San Mateo County Harbor <br /> District, 2014). This is a county-wide district. <br /> •f Mid-Peninsula Water District: The Mid-Peninsula Water District, formerly Belmont <br /> County Water District,was formed in 1929. The District supplies water to consumers in an <br /> area slightly larger than the city limits of the City of Belmont. Small portions of the service <br /> area are within the City Limits of the City of San Carlos,Redwood City, and parts of the <br /> unincorporated County of San Mateo. The District's service territory covers approximately <br /> 5 square miles and serves approximately 28,000 people. In the event of an emergency the <br /> district can serve or be served with inter-ties between neighboring utilities, as of today the <br /> district has 1 inter-tie with Foster City, 3 with San Carlos, 1 with Redwood City and 3 with <br /> San Mateo(Mid-Peninsula Water District, 2014). <br /> • San Mateo County Mosquito and Vector Control District: The San Mateo County Mosquito <br /> and Vector Control District is an independent special district that is guided by its own <br /> Board of Trustees.
