3f DraftfALUCPf Factohlapsfandf Policiesf <br /> 9.A. - Page 74 <br /> Noise Policy 4 -Interior Noise Levels <br /> Within all identified noise contours, land uses for which interior activities may be easily disrupted <br /> by noise shall be required to comply with the following interior noise level criteria(calculations <br /> should assume windows are closed): <br /> a f The maximum, aircraft-related, interior noise level which shall be considered acceptable <br /> for land uses within the airport influence area is CNEL 45 dB in: <br /> 1 f Living and sleeping areas of single-or multi-family residences; <br /> 2f Hotels and motels; <br /> 3.f Hospitals and nursing homes; <br /> 4f Religious facilities, cemetery chapels, and mortuaries; and <br /> 5.f Schools, libraries, and museums. <br /> bf The maximum, aircraft-related, interior noise level which shall be considered acceptable <br /> for the following land uses is CNEL 50 dB in: <br /> 1 f Office environments; <br /> 2f Eating and drinking establishments; and <br /> 3 f Other commercial facilities. <br /> cf When reviewed as part of a general plan or zoning ordinance amendment or as a major land <br /> use action, evidence that proposed structures will be designed to comply with these criteria <br /> shall be submitted to the San Mateo County Airport Land Use Commission(the C/CAG <br /> Board)under the following circumstances: <br /> 1! Any single- or multi-family residence within the CNEL 60 dB contour, as <br /> identified on Exhibit 3-2. <br /> 2f Any hospital or nursing home,religious facility, school, library, or other noise- <br /> sensitive nonresidential use within the CNEL 60 dB contour, as identified on <br /> Exhibit 3-2. <br /> 3 f Any hotel,motel, or transient lodging within the CNEL 65dB contour, as identified <br /> on Exhibit 3-2. <br /> Noise Policy 5— Grant of Avigation Easement <br /> Any action that would either permit or result in the development or construction of noise- <br /> sensitive land uses that are considered to be conditionally compatible with aircraft noise of CNEL <br /> 60 dB or greater shall be subject to this easement requirement. The determination of conditional <br /> compatibility shall be based on the criteria presented in Table 3-3. <br /> The C/CAG Board deems it necessary to: (1) ensure the unimpeded use of airspace in the vicinity <br /> of San Carlos Airport; (2)to ensure that new noise-sensitive land uses within the CNEL 60 dB <br /> contour are made compatible with aircraft noise in accordance with California Code of <br /> Regulations,Title 21, Section 5014; and(3)to provide notice to owners of real property near San <br /> Carlos Airport of the proximity to the airport and of the potential impacts that could occur on the <br /> SanfCarlosfAirportV 3-9 ESAfAirportsf/130753f <br /> ALUCPfWhitefPape/ Junef2014f <br />
