The C/CAG Board shall condition its approval of the <br /> proposed development upon the owner of the subject property granting an avigation easement to <br /> San Mateo County, as the proprietor of San Carlos Airport. <br /> The local governmental agency with the ultimate permitting and approval authority over the <br /> proposed development shall ensure that this condition is implemented prior to final approval of <br /> the proposed development. If the approval action for the proposed development includes <br /> construction of a building(s) and/or other structures, the local permitting authority shall require <br /> the grant of an avigation easement to San Mateo County prior to issuance of a building permit(s) <br /> for the proposed building or structure. If the proposed development is not built,then,upon notice <br /> by the local permitting authority, San Mateo County shall record a notice of termination of the <br /> avigation easement. The avigation easement to be used in fulfilling this condition is presented in <br /> Appendix X(sample not provided in this white paper). <br /> Noise Policy 6-Application of Noise Contours to Individual Project Sites to <br /> Determine Compatibility <br /> Future/projected aircraft noise contours are inherently imprecise because flight paths and other <br /> factors that influence noise exposure are variable and activity projections are always uncertain. <br /> Given this imprecision,the San Carlos Airport noise contours shall be utilized, as follows, in <br /> assessing the compatibility of a proposed use at a specific development site: <br /> of In general,the highest CNEL range to which a project site is anticipated to be exposed shall <br /> be used in evaluating the compatibility of development over the entire site. <br /> bf An exception to this policy is where no part of the building(s) or residential units proposed <br /> on the site fall within the higher CNEL range;the criteria for the CNEL range where the <br /> buildings are located shall apply. <br /> Noise Policy 7-Engine Run-Up and Testing Noise <br /> Consideration of noise from engine run-up and testing noise activities shall be limited as follows. <br /> of Aircraft noise associated with pre-flight engine run-ups,taxiing of aircraft to and from <br /> runways, and other operation of aircraft on the ground is considered part of airport <br /> operations and is not subject to ALUC regulation. (Engine testing noise is not normally <br /> included in the noise contours prepared for an airport and has not been considered in <br /> preparation of the noise contours presented on Exhibit 3-2).
