3f DraftfALUCPf Factohlapsfandf Policiesf <br /> 9.A. - Page 86 <br /> 2.f The site is at least 65%bound(disregarding roads)by existing uses that are similar <br /> to, or more intensive than,those proposed. <br /> 3 f The proposed project would not extend the perimeter of the area defined by the <br /> surrounding,already developed, incompatible uses. <br /> 4f The proposed project is compatible with noise, airspace protection, and overflight <br /> policies applicable to the parcel(s)in question. <br /> 5 f The area to be developed cannot previously have been set aside as open land in <br /> accordance with open land policies presented in Safety Compatibility Policy 7 <br /> unless replacement open land is provided within the same compatibility zone. <br /> bf For residential development proposed in Safety Zones 3 and 4,the density of the parcel <br /> proposed for development shall not exceed the median density represented by all existing <br /> lots that lie fully or partially within a distance of 300 feet from the defined infill area. <br /> Residential infill in Safety Zones 1, 2, and 5 is prohibited. <br /> cf For nonresidential development the usage intensity(the number of people per acre)of the <br /> proposed use shall not exceed the lesser of: <br /> 1 f The average intensity of all existing uses that lie fully or partially within a distance <br /> of 300 feet from the boundary of the proposed development. <br /> 2f Double the intensity permitted in accordance with the safety compatibility criteria <br /> for that location as presented in Table 3-4. <br /> Safety Compatibility Policy 9— Hazardous Uses <br /> Facilities involving the manufacture,processing, or storage of hazardous materials, can pose <br /> serious risks to the public in case of aircraft accidents. Hazardous materials of particular concern <br /> in this ALUCP are described below: <br /> of Abovegroundofuela,torage—This includes storage tanks with capacities greater than <br /> 10,000 gallons of any substance containing at least 5 percent petroleum.?Above ground <br /> fuel storage tanks are incompatible in Safety Zones 1 and 2. Tanks with capacities greater <br /> than 10,000 gallons should be avoided in Safety Zones 3,4, and 5. Project proponents must <br /> provide evidence of compliance with all applicable regulations prior to the issuance of <br /> development permits. <br /> bf Facilitiesowhereatoxico,ubstancesoareananufactured,cprocessedwro,tored—Proposed <br /> projects involving the manufacture or storage of toxic substances may be allowed in Safety <br /> Zones 3 and 4 if the amounts of the substances do not exceed the threshold planning <br /> quantities of hazardous and extremely hazardous substances specified by the U.S. EPA.8 <br /> cf Explosivesaanddireworksonanufacturingoandv,torageo-Proposed projects involving the <br /> manufacture or storage of explosive materials may be allowed in Safety Zones 3 and 4 only <br /> in compliance with the applicable regulations of the California Division of Occupational <br /> Safety and Health(Section 5252, Table EX-1).
