7.1.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> September 8, 2014 <br /> SUBJECT <br /> Award of Contract — Jardin de Ninos Park Renovation <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the Jardin de Ninos Park Renovation to Guerra Construction Group of <br /> Santa Clara, California for their responsive and responsible low bid in the amount of <br /> $254,520.00 and authorize the City Manager to increase the contract amount, if <br /> necessary, up to 10% of the amount awarded, not to exceed $279,972.00. <br /> BACKGROUND <br /> In April 2014, bids submitted for the renovation of Jardin de Ninos Park came in <br /> significantly above the cost estimate provided by Royston Hanamoto Alley & Abey <br /> (RHAA) and Council rejected all bids. City staff has worked closely with the landscape <br /> architecture design firm to re-package the Jardin de Ninos Park renovation plans and <br /> find ways to reduce costs. <br /> The major improvements to the park include the installation of a new pre-fabricated <br /> ADA-compliant restroom, the retrofit of the existing play structures, installation of new <br /> trees and rubber matting in the play area, installation of a new entry gate and <br /> modification to the existing fencing, and a new, larger plaza defined by a new <br /> mosaicked fountain. In addition, the plans include modifications and upgrades to the <br /> existing irrigation system, staining and water proofing the existing concrete seat walls, <br /> and painting the existing fencing. <br /> ANALYSIS <br /> Staff and RHAA assessed ways to reduce the cost of the project. Direct purchase of the <br /> pre-fabricated restroom building and the installation of utilities by City crew allowed for <br /> significant cost reduction. The project was re-advertised on August 22, 2014 without the <br /> bathroom and utility requirements. Staff anticipates authorizing construction to begin <br /> within 60 days of the award of this contract. The contractor scope of work includes <br /> grading and drainage, furnish and install of concrete paving and seat walls, entry gate <br /> and fencing, and fountain equipment and utilities, and coordination with the artist for the <br />
