7.1.E. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> September 8, 2014 <br /> SUBJECT <br /> Professional Services Agreement with Wilsey Ham for the design of the Sanitary Sewer <br /> Pump Station Rehabilitation Project (Marina P.S., P.S. No. 17 and P.S. No. 19) <br /> RECOMMENDATION <br /> Approve and authorize the City Manager to execute the agreement for professional <br /> design services with Wilsey Ham for the design of the Sanitary Sewer Pump Station <br /> Rehabilitation Project (Marina P.S., P.S. No. 17 and P.S. No. 19) for the amount of <br /> $144,244.00. <br /> BACKGROUND <br /> The City owns and operates 31 sanitary sewer pump stations in the Redwood Shores <br /> and Seaport/Pacific Shores areas. The City systematically replaces aging sanitary <br /> sewer infrastructure to ensure the continued reliability of the system. Over the past ten <br /> years, the city has made improvements to sanitary sewer pump stations 1 , 2, 3, 10, 12, <br /> 14, 15 and 25 (which are older pump stations built in the 1980's under outdated design <br /> standards) to improve the pumping efficiency, functionality both during normal operation <br /> and emergency conditions, ease of operation, safety and maintainability of the facility. <br /> Pump stations are selected for rehabilitation and improvements after Community <br /> Development Department (Engineering Division) and Public Works Services <br /> Department staff evaluate the condition of the existing facilities. The aging conditions of <br /> the existing sanitary sewer Marina Pump Station, Pump Station No. 17 and Pump <br /> Station No. 19 necessitate rehabilitation and improvements. <br /> ANALYSIS <br /> Staff issued a request for proposals (RFP) to qualified professional engineering design <br /> firms. The City received five proposals from Wilsey Ham, Hydroscience Engineers, <br /> West Yost Associates, BKF and Infrastructure. The proposals were evaluated by staff <br /> based on the criteria below: <br /> • Overall responsiveness to the Request for Proposals <br /> • Qualifications, experience and commitment of the project <br /> manager and team. <br /> • Firm qualifications, experience and referenced projects <br /> • Effectiveness of team effort to design the project <br /> • Project understanding, innovative approach and proposed <br /> scope of services <br />
