ARTICLE 21 - EDUCATIONAL EXPENSE REIMBURSEMENT,TRAINING, <br /> LICENSES AND CERTIFICATES <br /> 21.1 Education Expense Reimbursement <br /> 21,1.1 In accordance with the City's Education Reimbursement Policy, regular workers shall be eligible for <br /> reimbursement of costs of tuition, registration fees, books and supplies and other educational <br /> expenses incurred in connection with enrollment in and successful completion of courses of <br /> instruction related to the worker's position of employment with the City or a higher position with the <br /> City. <br /> 21.1.2 A worker shall be eligible to receive reimbursement not to exceed Five Hundred Dollars ($500.00) <br /> per fiscal year, provided that the courses of instruction require attendance at an accredited junior <br /> /community college or university, are part of a curriculum leading to a degree or given by an <br /> accredited institution of learning, including workshops, seminars and trade school courses, are <br /> approved in advance of enrollment by the Personnel Officer and the worker's Department Head, <br /> and the worker successfully completes such course submitted for reimbursement with a grade of <br /> "C"or better. <br /> 21.1.3 The Personnel Officer may establish standards and criteria and enact such rules, regulations, <br /> procedures and policies as are necessary or appropriate to implement the provisions of this Article <br /> 21.1. <br /> 21.2 Training <br /> The Personnel Officer is responsible for developing training programs in order to improve the efficiency and <br /> broaden the knowledge of workers in the performance of their duties. Successful completion of special <br /> training shall be considered in making advancements and promotions. The Union may appoint a member to <br /> meet with the Personnel Officer to plan,evaluate and recommend training programs. <br /> 21.3 Licenses and Certificates <br /> Workers who are required by State or Federal agencies to be licensed or certificated shall be reimbursed for <br /> the fees for such license or certificate,excluding licenses required by the Department of Motor Vehicles, <br /> ARTICLE 22-HEALTH PLANS <br /> 22.1 Health and Cafeteria Plans <br /> 22.1.1 The City will contract with the California Public Employee's Retirement System (CaIPERS) for <br /> participation under the Public Employees Medical and Hospital Care Act (Government Code <br /> Section 22750, et, seq.), for the purpose of providing medical insurance benefits for workers, and <br /> workers who have retired from employment with the City and constitute "annuitants" as defined by <br /> PEMHCA. Upon the request of the City, the parties will re-open Article 22.1 to meet and confer on <br /> modifying 22.1 to provide a different group health plan. In the event the City exercises this option <br /> to re-open, the provisions of Article 30, No Strike, will not be in effect during the period of such re- <br /> opener discussions. <br /> 36 <br />
