or for the imposition of any penalty of fine or imprisonment, <br /> shall be taken except by ordinance. Any and all other <br /> legislative action may be accomplished by resolution or <br /> ordinance as the council may determine. <br /> No ordinance or portion thereof shall be repealed except <br /> by ordinance. No ordinance shall be revised, re-enacted, or <br /> amended by reference to its title only; but the ordinance to <br /> be revised or re-enacted, or the section or sections thereof <br /> to be amended, or the new section or sections to be added thereto, <br /> shall be set forth and adopted according to the method provided <br /> in this section for the enactment of ordinances, and such <br /> revision, re-enactment, amendment or addition, shall be done <br /> by ordinance only. <br /> All ordinances shall be signed by the mayor and attested <br /> by and filed with the city clerk; provided, however, the mayor <br /> may sign all ordinances and other legal instruments and <br /> documents by facsimile signature. " <br /> (b) Said Charter amendment proposal shall be submitted to the <br /> electors of the City of Redwood City at the General Municipal Election <br /> to be held in the City on April 11, 1978 , in the form of a proposal <br /> to amend said Charter by amending Section 15 thereof. On the ballots <br /> and on the voting machines to be used at said election, in addition <br /> to all other matters required by law to be printed thereon, shall <br /> appear the following: <br /> PROPOSITION E. Shall Section 15 of the Charter of the <br /> City of Redwood City be amended to provide <br /> that ordinances may be adopted after publication of notice <br /> of proposed adoption, rather than after publication of <br /> the full ordinance text? <br /> SECTION 8. (a) The Council of Redwood City hereby proposes , <br /> on its own motion, to amend the Charter of the City of Redwood City <br /> by amending Section 32 thereof to read as follows: <br /> "SECTION 32 . CITY CLERK: <br /> "The city clerk shall be clerk of the council and the <br /> board of equalization and shall attend all meetings and <br /> shall keep in separate books full and true records of all <br /> proceedings of each of said bodies.
