PROPOSITION J. Shall Section 76 of the Charter of the City of Redwood City, specifying certain citizenship and residence requirements of officers and employees, be deleted to conform to constitutional requirements? SECTION 13. (a) The Council of Redwood City hereby proposes, on its own motion, to amend the Charter of the City of Redwood City by amending Section 92 thereof to read as follows: "SECTION 92. AMENDMENT OF CHARTER. "This charter may be amended in accordance with the provisions of Section 8 3, Article XI, of the Constitution of the State of California, or any amendment thereof or provision substituted therefor. " (b) Said Charter amendment proposal shall be submitted to the electors of the City of Redwood City at the General Municipal Election to be held in the City on April 11, 1978 , in the form of a proposal to amend said Charter by amending Section 92 thereof. On the ballots and on the voting machines to be used at said election, in addition to all other matters required by law to be printed thereon, shall appear the following: PROPOSITION K. Shall Section 92 of the Charter of the City of Redwood City, specifying the authority for enacting Charter amendments, be amended to refer to the correct section of Article XI of the State Constitution? SECTION 14. The City Clerk of the City of Redwood City is hereby directed upon the passage and adoption of this resolution to transmit a copy of the measures herein specified to the City Attorney for the preparation of an impartial analysis of the measures showing the effect thereof on existing law and the operation of the measure. SECTION 15. The City Clerk of the City of Redwood City is hereby directed upon the passage and adoption of this resolution to cause the same to be published once, in the Redwood City Tribune , which is a newspaper of general circulation within the City of Redwood City, and in all editions thereof issued during the day of -16-
