Such publication shall be accomplished not less than 40 days and not more than 60 days prior to the General Municipal Election to be held in the City of Redwood City on April 11, 1978 , at which election the Charter amendments herein proposed shall be submitted to the electors of the City of Redwood City. SECTION 16 . The City Clerk is hereby further directed to cause copies of the Charter amendments herein proposed to be printed in convenient pamphlet form and in type of not less than ten point, and to cause copies thereof to be mailed to each of the qualified electors of the City of Redwood City, and, until the date of the General Municipal Election to be held on April 11, 1978, to advertise in the Redwood City Tribune, a newspaper of general circulation in the City of Redwood City, a notice that copies of said proposed Charter amendments may be had upon application therefor. SECTION 17 . The City Clerk or the County Clerk of the County of San Mateo, or such other appropriate election official, is hereby authorized and empowered to redesignate or change any and all of the letter designations of the propositions set forth in this resolution for the purpose of listing said propositions on the ballots and on the voting machines to be used at the General Municipal Election to be held on said propositions in the City of Redwood City on April 11, 1978. Upon such redesignation or changed designation all references to said propositions shall be made in accordance with said redesignated or changed designations. SECTION 18. This Council hereby adopts, pursuant to the provisions of Elections Code Sections 4015. 5 (b) and 5014 . 5 (b) the provisions of Elections Code Sections 4015. 5 (a) and 5014 . 5 (b) , respectively, as said sections were enacted pursuant to Chapter 701, Statutes of 1977-78, and as the same may from time to time be amended, relating to the preparation and submission of rebuttal arguments -17-
