• r • "Any vacancy occurring in the Council shall be filled by appointment by the remaining councilmen members;, but in the event that said remaining councilmen members fail . to fill such vacancy by appointment within 60 days after such vacancy occurs, they must immediately cause an election to be held to fill such vacancy; provided, however, that any person appointed to fill such vacancy shall hold office only until the next regular election, at which date a person shall be elected to serve for the remainder of such unexpired term. In case a member of the Council is absent from the City for a period of 90 days, unless by permission of the Council, his such member's office shall by the Council be declared vacant and the same shall be filled as in the case of other vacancies. • "The councilmen members shall receive as compensation ene two hundred fifty dollars 0158} • ($250) per month. Payment of compensation at the foregoing rate shall be made open-ratifieatien-by-the-Legrsieture-ef-this when the amendment hereto providing for such compensation is filed with the Secretary of State, but in no event before July 1, 196e 1978. "No councilmen member shall be elegible during the term for which he or she was appointed or elected to hold any other office or employment with the city, except as a member of any board, commission, or committee thereof, of which he such council member is constituted sueh a member by general law or by this Charter. " (h) Said Charter amendment. proposal shall be submitted to the electors of the City of Redwood City at the General Municipal Election to be held in the City on April 11, 1978, in the form of a proposal to amend said Charter by amending Section 9 thereof. On the ballots and on the voting machines to be used at said election, in addition to all other matters required by law to be printed thereon, shall appear the following: PROPOSITION D: Shall Section 9 of the Charter of the City of Redwood City be amended to provide that Council member compensation shall be $250 per month? SECTION 7 . (a) The Council of Redwood City hereby proposes, on its own motion, to amend the Charter of the City of Redwood City by amending Section 15 thereof to read as follows: "SECTION 15. LEGISLATION: "The council shall act in legislative matters by ordinance or resolution only. Other action of the council, unless herein otherwise provided, may be taken by resolution, motion or order. -8-
