REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 22, 2014 <br /> <br />SUBJECT <br />Memorandum of Understanding for FY 2014-15 between the Sequoia Healthcare District <br />and the City of Redwood City for the PE Plus Program <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the FY 2014-15 <br />Memorandum of Understanding (MOU) between the Sequoia Healthcare District (SHCD) <br />and the City of Redwood City to provide comprehensive physical education curriculum for <br />children in Kindergarten through 5th grade at four Redwood City School District schools. <br /> <br />BACKGROUND <br />The Sequoia Healthcare District (SHCD) and Redwood City Parks, Recreation, and <br />Community Services (PRCS) both recognize the critical need that exists for consistent <br />physical education and physical activity opportunities for students during the school day. <br />Both parties have a common objective to assure that children in the Redwood City <br />School District (RCSD) have access to such opportunities. With grant funds provided by <br />SHCD, both PRCS and the Peninsula Community Center (PCC) have agreed to <br />provide a comprehensive, sequential K-5 PE curriculum called “PE Plus” that serves <br />nearly 5,000 children in kindergarten through 5th grade in the Redwood City School <br />District. <br /> <br />The FY 14-15 MOU between SHCD and the City of Redwood City constitutes the <br />third year (of a three year agreement) that the Sequoia Healthcare District Board <br />approved funding for the PE Plus Program. The MOU memorializes each entity’s <br />willingness to dedicate professional staff to this effort among PRCS, PCC, RCSD and <br />SHCD. The City will receive $317,994 in grant fundi ng from SHCD to <br />implement the following year 3 goals and objectives: <br />Goal I: Target Schools: City will conduct programming at the four schools listed below <br />during the 2014-15 academic year. If opportunity presents itself to expand to other <br />schools during this grants cycle, an amendment to this agreement will be made. The <br />budget is based on 150 days of PE Plus “full progra m” implementation that includes PE <br />curriculum instruction two days per weeks for each class grades K-5 by up to four <br />total coaches (two coaches per class) and recess/lu nch support five days per week <br />with a minimum of two coaches. The “full program” curriculum instruction ends <br />5/22/15. <br /> <br />An additional 28 days of Recess/Lunch support will be provided during the first two weeks <br />of school, two weeks during the school year, and 1-2 weeks following the end of the “full <br />program” implementation. <br /> <br />7.1.A. - Page 1
