REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 22, 2014 <br /> <br />SUBJECT <br />Award of Contract – 2013-2014 Slurry Seal Project <br /> <br />RECOMMENDATION <br />By motion, approve the contract documents and award the standard form construction <br />contract (Section 00520) for the 2013-2014 Slurry Seal Project to American Asphalt <br />Repair and Resurfacing Company, Inc. of Hayward, for their responsive and responsible <br />low bid of $762,320.74; and, authorize the City Manager to increase the contract <br />amount, if necessary, up to 10% above the original contract amount. <br /> <br />BACKGROUND <br />The 2013-2014 Slurry Seal Project is part of the City’s Roadway Management Program <br />which addresses on-going pavement repair and replacement needs. Roadway <br />pavements require repair and preventive maintenance for a variety of reasons, including <br />deterioration due to aging, traffic loads, exposure to the elements, and intrusive tree <br />roots. The Roadway Management Program inventories, assesses, and tracks <br />maintenance of the City’s roadways. Roadway segments are prioritized for resurfacing <br />based on an assessment of the overall street pavement network. Projects are selected <br />to optimize pavement conditions and make the most efficient use of resources. <br /> <br />The purpose of this project is to preserve and extend the serviceable life of the roadway <br />pavements by protecting the pavement surface. Pavements tend to deteriorate slowly <br />initially after placement but more rapidly as they age. It is more economical to preserve <br />pavements in good condition rather than delaying repairs while deterioration and <br />associated repair costs increase rapidly. <br /> <br />ANALYSIS <br />This project will apply a thin layer of slurry to the pavement surface to create a Slurry <br />Seal. Slurry is a cold mixed material comprised mostly of fine aggregate and asphalt <br />binder (asphalt emulsion). Slurry Seal is a cost-effective preventive maintenance <br />measure that provides a new wearing surface, seals and protects the underlying <br />pavement from the elements, and extends the life of the pavement. Prior to the <br />application of the Slurry Seal, deteriorated spot sections of pavement will be replaced <br />and larger cracks in the surface will be filled with sealant, (under a separate project - <br />2013-2014 Asphalt Rubber Chip and Spot Repair Project). Additionally, some <br />segments of determined concrete curb and gutter will be replaced, and some curb <br />ramps will be installed prior to the slurry application. <br />7.1.E. - Page 1
