REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 22, 2014 <br /> <br />SUBJECT <br />Contract with Vision Internet for redesign of City website <br /> <br />RECOMMENDATION <br />Approve, by motion, the acceptance of entering into a contract with Vision Internet for <br />the provision of website development and hosting services. <br /> <br />BACKGROUND <br />Council and City staff has identified the redesign of the City’s website as a priority. <br />Accordingly, City staff convened a purpose-driven W ebsite Redesign Committee <br />comprised of members from various City departments. This committee was tasked with <br />identifying the scope of this project, as well as an appropriate vendor to provide <br />redesign services in collaboration with staff from each City department. This committee <br />generated a Request for Proposal (RFP) process and undertook a subsequent analysis <br />of responsive vendors, and has selected Vision Internet as the service provider for <br />redesign and hosting services. A proposed contract for said services is now before City <br />Council for approval. <br /> <br />ANALYSIS <br />At the close of the RFP process, four service providers met the criteria and were <br />evaluated as finalists by the Website Redesign Committee. The committee reviewed <br />each RFP response and scored the attributes of each vendor as delineated in the RFP. <br />Using a scoring matrix, the Website Design Committee was able to identify two vendors <br />that definitively excelled in a categorical comparison of all competitors. Additional <br />evaluations were undertaken inclusive of comprehensive presentations from both <br />companies. Ultimately, the Committee determined that Vision Internet was the most <br />qualified and the best fit for the City’s needs. <br /> <br />Through its review of numerous municipal government websites, the committee found <br />that Vision Internet had an established history of producing sites with the look and feel <br />befitting of Redwood City, the government services it provides, and the community it <br />serves. Vision Internet is recognized as one of the national leaders in government <br />website development and boasts a client list of over 550 government agencies and over <br />200 awards for government related website design projects. Additionally, Vision <br />Internet’s pricing was equal to or less-costly than its primary considered competitor, <br />once initial costs and sustained annual costs are calculated. <br /> <br />7.1.G. - Page 1
