___________________________________________________________________________________
JOINT CITY COUNCIL/ SUCCESSOR AGENCY BOARD September 8, 2014
MEETING MINUTES PAGE 5
Ms. Littlefield, Associate Planner, presented the report and shared that the purpose is to
update the Plan and ensure that there is compatibility on Land Use from neighboring
jurisdictions, and ascertain if there are any compatibility concerns or issues. She added
that staff will continue to update the Council on the progress of this item. She
highlighted the four areas of focus and the goals.

Council Member Seybert said that he will be representing the Council on this committee
and he spoke about upcoming meetings and that he plans to keep the Council apprised.
Another Council Member said she was happy that the public may have an opportunity to
comment on these items. She would like to let people know as soon as possible about
upcoming meetings. Another Council Member inquired if there were handouts on the
prior decisions versus the current path of the project.

Vice Mayor Foust noted that sometimes there are competing interests and how the
transit corridors might touch on various agencies and priorities like those from
Metropolitan Transportation Commission and the Airport Land Use Committee, and so
these overlays are to be considered carefully. Mayor Gee provided some context
confirming that overlapping may be sensitive and may pose challenges.

B. Quarterly Update on City Priorities and Programs

Recommendation:
Discuss quarterly update regarding City priorities and programs. This is an
information item. No Council action is required.

Dr. Bell, City Manager, made a presentation on planned priorities, accomplishments and
items that walked through the door the first quarter of the current FY (presentation on
file). He highlighted the many achievements the Council and staff have completed. Dr.
Bell thanked the staff and the community for all that has been accomplished and the
Council for its vision and commitment. He also covered what was to be expected for
the near future. One Council Member said this was a summarized list of what was
presented previously and thanked Dr. Bell for all his work. Another Council thanked Dr.
Bell for his work and all the accomplishments. This Council Member said that the City is
a lot cleaner and better than before in various fronts.

Another Council Member said that so much gets done when opportunities knock on the
door and she is happy about the flexibility and she likes the more regular reports and
this is for the benefit of the community in general and not just the Council. She hopes
that there is a street downtown that has the same look as the pictures and renderings
on the General Plan. Another Council Member said that this should be placed online so
the community can see the report provided by Dr. Bell tonight. This Council Member
thanked all the staff and the City Manager for the leadership exuded and the follow
through.

Vice Mayor Foust thanked the staff, BCC members, Dr. Bell, the other appointees and
the Council for the new way of achieving goals. She recalled a period in 2003 when the
priorities were stuck in stone and then shifted to Strategic Initiatives and goals and
accomplishments and she said that this is an incredibly well run City with the City
7.1.H. - Page 5
