REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 22, 2014 <br /> <br />SUBJECT <br />Participation in SBWMA's Household Hazardous Waste, Universal Waste, Electronic <br />Scrap and Sharps Collection Service Program <br /> <br />RECOMMENDATION <br />Adopt a resolution authorizing the City Manager to execute the South Bayside Waste <br />Management Authority's (SBWMA) Door-To-Door Household Hazardous Waste <br />application form, for the City to participate in a SBWMA Program for the collection of <br />household hazardous waste, universal waste, electronic scrap and sharps; and, for the <br />City to fund the 2015 calendar year participation in the Program by utilizing City's Trash <br />Rate Stabilization Account. <br /> <br />BACKGROUND <br />The Utilities Committee, comprised of Vice Mayor Foust and Councilmember Seybert <br />and Councilmember Aguirre, recommends participation in the household hazardous <br />waste, universal waste, electronic scrap and sharps collection program (“Program”) <br />administered by RethinkWaste / SBWMA. The Program provides for door-to-door <br />collection of household hazardous waste, electronic waste and sharps. <br /> <br />ANALYSIS <br />This proposed new program was presented by representatives of SBWMA to the <br />Council Utilities Committee at their meeting of August 20, 2014. The Utilities Committee <br />directed staff to bring the issue before the entire Council for consideration. The program <br />would become effective early March, 2015, allowing SBWMA staff the months of <br />January and February to perform outreach and program education to Redwood City <br />residents. Education and outreach efforts will include: <br /> <br />• Direct mail program brochure to all single and multi-family residents prior to <br />program launch <br />• Advertisements in local newspapers (pre- and post-launch) <br />• Updating the” my waste” app to include information for Redwood City <br />• Posters in several languages will be made available <br /> <br />Costs associated with outreach and education will be paid by RethinkWaste through <br />their public education program funding. They will also provide no cost items including <br />press releases and website and social media promotion. <br /> <br />7.3.D. - Page 1
