Estimated costs are 45 cents per single family dwelling per month, or $5.40 per year per
single family dwelling. Multi family dwelling cost is 20 cents per unit per month, or
$2.40 per year per multi family dwelling unit. The total cost of collection citywide is
estimated to be $122,000 per year. As part of a Pilot Program for 2015, the Committee
recommends using funds from the Trash Rate Stabilization Account to pay for this
service, thereby not imposing the cost of this service on rate payers for 2015. By
funding the City’s initial pilot year participation, the City provides the public benefit of
increasing residents’ participation in the Program and will greatly aid in the expanded
recycling and proper disposal of household hazardous waste, universal waste, e-scrap
and sharps in the City.

ALTERNATIVES
Decline to begin this new service and not provide door-to-door collection of household
hazardous waste from residents.

FISCAL IMPACT
The cost of providing the citywide household hazardous waste collection services is
estimated to be $122,000. For calendar year 2015 this cost would be paid from the
Trash Rate Stabilization Account. If the collection service continues in future years,
residential trash and recycling customers will be required to pay for this service as part
of their monthly trash collection rate.

ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because it has no potential for resulting in either a direct or foreseeable physical
change in the environment.

MICHAEL GIBBONS
PUBLIC W ORKS SUPERINTENDENT

BILL EKERN
ASSISTANT CITY MANAGER

ROBERT B.
