ATTY/RESO.3015/CC HERO PROGRAM <br />REV: 9-12-14 PT <br />Page 1 of 9 <br />RESOLUTION NO. ____________ <br /> <br />RESOLUTION OF THE CITY COUNCIL OF REDWOOD <br />CITY AUTHORIZING CITY ASSOCIATE MEMBERSHIP IN <br />THE WESTERN RIVERSIDE COUNCIL OF <br />GOVERNMENTS (WRCOG), CONSENTING TO THE <br />INCLUSION OF PROPERTIES WITHIN THE CITY’S <br />JURISDICTION IN THE CALIFORNIA HERO PROGRAM <br />TO PERMIT THE PROVISION OF PROPERTY ASSESSED <br />CLEAN ENERGY (PACE) PROGRAM SERVICES, AND <br />AUTHORIZING CITY MANAGER TO EXECUTE <br />AMENDMENT TO WRCOG JOINT POWERS AGREEMENT <br />AND OTHER RELATED DOCUMENTS <br /> <br /> WHEREAS, the Western Riverside Council of Governments (the <br />“Authority”) is a joint exercise of powers authority established pursuant to <br />Chapter 5 of Division 7, Title 1 of the Government Code of the State of California <br />(Section 6500 and following) (the “Act”) under a Joint Power Agreement dated <br />April 1, 1991, as amended from time to time, (the “Authority JPA”); and <br /> <br /> WHEREAS, the Authority intends to establish the California HERO <br />Program (the “California HERO Program”) as a contractual assessment program <br />pursuant to Chapter 29 (Section 5898.10 et seq.) of Part 3 of Division 7 of the <br />California Streets and Highways Code (“Chapter 29”); and <br />WHEREAS, the California HERO Program will assist property owners to <br />finance renewable energy distributed generation sources, energy and water <br />efficiency improvements and electric vehicle charging infrastructure (collectively, <br />“Improvements”); and <br /> WHEREAS, the City of Redwood City (the “City”) supports the <br />development of renewable energy sources and energy efficiency improvements, <br />reduction of greenhouse gases, protection of our environment, and reversal of <br />climate change (the “Environmental Goals”); and <br />WHEREAS, availability of the California HERO Program to property <br />owners in the City would facilitate installation of Improvements within the and <br />support the Environmental Goals; and <br /> WHEREAS, the “Amendment to Joint Powers Agreement Adding the City <br />of Redwood City as an Associate Member of the Western Riverside Council of <br />Governments to Permit the Provision of Property Assessed Clean Energy <br />(PACE) Program Services within the City” (the “JPA Amendment”), by and <br />between Authority and the City, a copy of which is attached as Exhibit “A” hereto, <br />would make the City an associate member of the Authority; and <br />9.B. - Page 7
