REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 22, 2014 <br /> <br />SUBJECT <br />Valet Parking Agreement with All About Parking, Inc. <br /> <br />RECOMMENDATION <br />Approve and authorize the City Manager to execute the First Amendment to the <br />Agreement for Valet Parking Services with All About Parking, Inc., in the amount of <br />$36,000 for a total Agreement of $84,000. <br /> <br />BACKGROUND <br />In October 2013, the City assumed responsibility for the Downtown Valet Parking <br />program that was initiated by the Downtown Business Group. The program was loosely <br />funded by voluntary contributions from some of the downtown businesses, however the <br />organization was unable to identify a feasible location for the valet parking. With the <br />impending closure of the Middlefield parking lot for construction of the Crossing 900 <br />project the business community was concerned about the impact on their customers <br />with the loss of night time parking spaces. The City determined that the most efficient <br />way to assure a successful valet program was for it to contract for the services and to <br />provide the vendor access to a City parking lot. The City assumed the terms of <br />agreement with the vendor selected by the Downtown Business Group, All About <br />Parking, Inc., and agreed to provide the use of the City’s Library Lot A (at the corner of <br />Middlefield Road and Main Street) as well as on-street spaces on Broadway at <br />Middlefield Road. <br /> <br />ANALYSIS <br />The Agreement with All About Parking requires them to provide valet parking services <br />on Friday and Saturday nights. For this service, the City pays $4,000 per month. The <br />initial agreement was for one year, for $48,000. <br /> <br />The services provided have been successful in supporting the downtown businesses on <br />their busiest nights, Friday and Saturday. Between 50 and 100 cars are parked through <br />the program on any given night. All About Parking has been responsive to operational <br />issues raised by the City, in terms of timing of closure of the Library parking lot and <br />other public comments. Additionally, the City secured the use of County parking lots at <br />the History Museum and Law Library that are used by the valet company. The valet <br />company has been responsive, as well, to the needs of the Museum and the County for <br />their lots during special events at County venues. <br /> <br />7.1.C. - Page 1
