The Crossing 900 project, when completed, will provide approximately 900 public
parking spaces (650 more spaces than were previously available) on nights and
weekends. The current schedule for the project anticipates completion in June or July
2015. By extending the valet parking agreement nine months, the City will continue to
provide support for the downtown businesses until this new parking supply comes on
line.

If the downtown businesses believe valet parking services remain important to their
success after June 2015, they can look to fund and manage the operations through the
newly formed CBID.

The proposed First Amendment to the Agreement extends the contract from October 1,
2014 to June 30, 2015, keeping the monthly charges the same at $4,000. The cost of
the extension is $36,000, which brings the total contract amount to $84,000.

ALTERNATIVES
The Council may determine to discontinue the valet parking program, or fund it for a
shorter time period than recommended.

FISCAL IMPACT
Funding is available in the Parking Fund.

ENVIRONMENTAL REVIEW
The proposed action, which represents a temporary operational change to an existing
parking facility and use of on-street parking spaces, is exempt from California
Environmental Quality Act review under Section 15301 (Existing Facilities) in that there
would be no expansion of the parking facility or number of on-street parking spaces
beyond what currently exists. The contract extension can be seen with certainty that it
would not have a significant effect on the environment.

BILL EKERN
ASSISTANT CITY MANAGER

ROBERT B.
