Mr. Rodriguez stated that the developer concurred with the staff <br /> report as to the traffic assessment district and with the Planning Commission except for <br /> two points: the shuttle service for this site doesn't seem appropriate as other sites that <br /> have shuttle service are much larger or are single tenant use. The other issues involve <br /> lights and their maintenance, and there are no roads that will be dedicated to the City. <br /> Shirley Gernler, 363 Quay Lane, Redwood City, stated she agreed with the appellants, <br /> and stated she had a concern about the fire hazards that might arise and the high density <br /> traffic. Mrs. Gernler asked Council to consider building a fire station in Redwood <br /> Shores before any more traffic prevents emergency vehicles into Redwood Shores. <br />d. The City of Belmont said it would not participate if such a <br /> road was shown. <br /> Director of Public Health and Environmental Services Zamora stated that seven <br /> years ago he spoke to the Council and asked that the City enter into a health risk <br /> assessment for Westport due to allegations of hazardous waste on the site, and the <br /> project was held in abeyance for two years while the risk assessment was done. Mr. <br /> Zamora introduced Dr. Scott Morrow, Health Officer and Medical Director for the <br /> County, and Dean Peterson, Solid Waste Program Manager, San Mateo Office of <br /> Environmental Health. Mr. Peterson described the process of building on a site with a <br /> cap, how additional soil is placed on top and all improvements are done above the cap. <br /> Mr. Peterson stated that there might be utilities put into the cap, but the building plans <br /> had not been submitted to the County for review at this point. <br /> In answer to Council questions, Steve Ripple, ChemRisk consultant, described the <br /> methodology and testing done on the materials below the cap, and stated that the issue <br /> from a health risk standpoint is what can migrate out of the site.
