Mr. Ripple stated that <br />- ChemRisk made very conservative assumptions, over estimated the actual exposures, <br /> about what could happen, including the absence of a cap over a large area during <br /> development and workers contacting contaminated water, and made recommendations <br /> based on those scenarios about establishing controls. Also, mitigation <br /> recommendations were made for after development was completed based on the <br /> knowledge that the materials under the cap were saturated by the slough and <br /> groundwater. <br /> In answer to Council questions, Mr. Peterson advised that the property owner would <br /> do the monitoring under the County's supervision and requirements. Mr. Peterson <br /> advised that the County is the arm of the state and would oversee that the public health <br /> was insured, and that waters do not become contaminated. Mr. Peterson described the <br /> experience of County staff with similar projects, access to the State's Risk Management <br /> Board and the County requires a third party technical review of plans and work. <br /> In answer to Council questions regarding the conclusion that there was no significant <br /> health risk in building this development, Dr. Morrow advised that his role was to <br /> provide advice to the Environmental component of the County Health Department, and <br /> stated that he agreed with the conclusion that there is no significant health impact from <br /> this project. <br />- In answer to Council questions, Mr. Peterson explained the Phase I Site Assessment, <br /> and the findings were that the site was an old solid waste refuse site, and there is <br /> uncertainty as to what is actually there. That is why Phase II monitoring is going on <br /> right now. Mr. Peterson described the health and safety plan that has to be submitted to <br /> the County, and at the time of any site work there are portable gas monitors present that <br /> are constantly checked. Mr. Peterson confirmed Mayor Gasparini's description of the <br /> County's ability to dictate terms of the developer's health and safety plan. Mr. Peterson <br /> stated that the County was as concerned as the residents of Redwood Shores about <br /> potential hazards and that is why the County is involved. <br /> In answer to Council questions about newly found quake faults through the bay, <br /> Westport being in a high hazard area and use of conservative soil, Mr. Rodriguez <br /> stated they had retained three soil engineers that had taken borings from shallow to <br /> great depths and an independent soil engineer will review those tests. Also, a structural <br /> engineer from an earthquake engineering firm, has already reviewed those tests to make <br /> sure the soil was buildable. Mr. Rodriguez stated that all Peery and Arrillaga <br /> developments are covered by earthquake insurance.
