PUBLIC HEARINGS <br />A. PUBLIC HEARING - Council to consider declaring the building at 309 Heller Street a <br /> public nuisance as defined by Redwood City Code Section 9.5 and direct the owner to abate <br /> the nuisance within thirty (30) days (707) <br /> Affidavits of mailing and posting are on file in the City Clerk Department. <br /> City Clerk Jorgenson swore in all those who were about to give testimony in this matter: <br /> Building Official La Torra, Senior Building Inspector Schnell and Don Bryant from the San <br /> Mateo County Legal Aid Society. <br /> I. Staff report - Building Official, December 22,1994; <br /> Building Official La Torra presented the staff report, and described the history of <br /> violations occurring on this property and the one next door at 303 Heller owned by the <br /> same person beginning in 1986 and again in 1989, 1991 and 1994. Mr. La Torra <br /> advised that the Council, after hearing and viewing all the evidence, could continue <br /> this matter, dismiss it, or adopt the resolution abating the property. <br /> Senior Building Inspector Schnell showed slides of the violations on the property, <br /> and advised that if the abatement resolution was adopted by Council, the property <br /> owner would have 30 days to complete one of the following: reconstruction, repair, <br /> razing or removal. In answer to Council questions, Mr. Schnell advised that the <br /> tenants had already moved out, and 30 days was a reasonable length of time to correct <br /> the violations on this small property. Mr. Schnell advised that the owner had corrected <br /> all the violations at 303 Heller, and that he had personally talked to the property owner <br /> last week who had advised of his intention to take out the necessary permits to repair <br /> the property at 309 Heller. <br /> In answer to City Attorney Schricker's questions, Senior Building Inspector <br /> Schnell advised that the building was structurally sound; there was no apparent rodent <br /> infestation only cockroach infestation; the wastewater in the yard was from the kitchen <br /> sink; there was no indication of transient occupancy; and the health department had <br /> been on the premises.
