Applicability- the process in Section 1 applies to all <br /> developers applying for net new office floor area under the DTPP and who have <br /> not been deemed "complete" as of the date of this resolution. This process does <br /> not replace or modify the existing rules and regulations of the DTPP or the <br /> common law vested rights rule in which a property owner's right to develop is <br /> vested only once the owner obtains a building permit and performs substantial <br /> work and incurs substantial liabilities in good faith reliance upon the issued <br /> building permit.
